On the basis of the Bible we may safely conclude that not all existence in hell is equal. First, the unified testimony of Scripture is that God is perfectly just and will reward and punish each person in accordance with what he or she has done (Psalm 62:12; Proverbs 24:12; Jeremiah 17:10; Ezekiel 18:20, 30; Romans 2:5–16; 1 Corinthians 3:8, 11–15; 2 Corinthians 5:10; Colossians 3:23–25; 1 Peter 1:17; Revelation 20:12).
Psalm 62:12
​
12 Also unto thee, O Lord, belongeth mercy: for thou renderest to every man according to his work.
Proverbs 24:12
12 If thou sayest, Behold, we knew it not; doth not he that pondereth the heart consider it? and he that keepeth thy soul, doth not he know it? and shall not he render to every man according to his works?​
Jeremiah 17:10
10 I the Lord search the heart, I try the reins, even to give every man according to his ways, and according to the fruit of his doings.

Ezekiel 18:20
20 The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son: the righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him.
Ezekiel 18:30
30 Therefore I will judge you, O house of Israel, every one according to his ways, saith the Lord God. Repent, and turn yourselves from all your transgressions; so iniquity shall not be your ruin.

Romans 2:5-16
5 But after thy hardness and impenitent heart treasurest up unto thyself wrath against the day of wrath and revelation of the righteous judgment of God;
6 Who will render to every man according to his deeds:
7 To them who by patient continuance in well doing seek for glory and honour and immortality, eternal life:
8 But unto them that are contentious, and do not obey the truth, but obey unrighteousness, indignation and wrath,
9 Tribulation and anguish, upon every soul of man that doeth evil, of the Jew first, and also of the Gentile;

12 For as many as have sinned without law shall also perish without law: and as many as have sinned in the law shall be judged by the law;

15 Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;)
1 Corinthians 3:8
8 Now he that planteth and he that watereth are one: and every man shall receive his own reward according to his own labour.

2 Corinthians 5:10
10 For we must all appear before the judgment seat of Christ; that every one may receive the things done in his body, according to that he hath done, whether it be good or bad.

Colossians 3:23-25
23 And whatsoever ye do, do it heartily, as to the Lord, and not unto men;
24 Knowing that of the Lord ye shall receive the reward of the inheritance: for ye serve the Lord Christ.
25 But he that doeth wrong shall receive for the wrong which he hath done: and there is no respect of persons.

1 Peter 1:17
17 And if ye call on the Father, who without respect of persons judgeth according to every man's work, pass the time of your sojourning here in fear:

Revelation 20:12
12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works.


Furthermore, the Bible is clear that with greater revelation and responsibility comes stricter judgment (cf. James 3:1). Jesus warned the Pharisees that they would “be punished most severely” for their willful hypocrisy (Luke 20:47). In denouncing the cities where most of his miracles had been performed, Jesus said, “Woe to you, Korazin! Woe to you, Bethsaida! If the miracles that were performed in you had been performed in Tyre and Sidon, they would have repented long ago in sackcloth and ashes” (Matthew 11:21). Thus, said Jesus, “It will be more bearable for Tyre and Sidon on the day of judgment than for you” (v. 22).
​James 3:1
1 My brethren, be not many masters, knowing that we shall receive the greater condemnation.
Luke 20:47
47 Which devour widows' houses, and for a shew make long prayers: the same shall receive greater damnation.
Matthew 11:21
21 Woe unto thee, Chorazin! woe unto thee, Bethsaida! for if the mighty works, which were done in you, had been done in Tyre and Sidon, they would have repented long ago in sackcloth and ashes.
22 But I say unto you, It shall be more tolerable for Tyre and Sidon at the day of judgment, than for you.

Moreover, Jesus used the metaphor of physical torture to warn his hearers that those who knowingly disobey will experience greater torment in hell than those who disobey in ignorance (Luke 12:47–48). God is perfectly just and will reward and punish each person in accordance with what he or she has done.
Luke 12:47-48
​47 And that servant, which knew his lord's will, and prepared not himself, neither did according to his will, shall be beaten with many stripes.
48 But he that knew not, and did commit things worthy of stripes, shall be beaten with few stripes. For unto whomsoever much is given, of him shall be much required: and to whom men have committed much, of him they will ask the more.

Finally, the canon of Scripture ratifies the common-sense notion that not all sins are created equal (cf. John 19:11). To think a murderous thought is sin; to carry that thought to its logical conclusion is far graver sin. Every sin is an act of rebellion against a holy God, but some sins carry far more serious consequences than others and thus receive severer punishment in this life and the next. Indeed, according to Scripture the torment of Hitler’s hell will greatly exceed that of the less wicked.

11 Jesus answered, Thou couldest have no power at all against me, except it were given thee from above: therefore he that delivered me unto thee hath the greater sin.

Question: "Are there different levels of punishment in hell?"

Answer: The idea that there are different levels of punishment in hell is graphically portrayed in The Divine Comedy, written by Dante Alighieri between 1308 and 1321. In that poem, the Roman poet Virgil guides Dante through the nine circles of hell. The circles are concentric, representing a gradual increase in wickedness, and culminating at the center of the earth, where Satan is held in bondage. Each circle’s sinners are punished in a fashion befitting their crimes. Each sinner is afflicted for all of eternity by the chief sin he committed. According to Dante, the circles range from the first circle, where dwell the unbaptized and virtuous pagans, to the very center of hell reserved for those who have committed the ultimate sin—treachery against God.

Although the Bible does not specifically say there are different levels of punishment in hell, it does seem to indicate that the judgment will indeed be experienced differently for different people. In Revelation 20:11–15, the people are judged “according to what they had done as recorded in the books” (Revelation 20:12). All the people at this judgment, though, are thrown into the lake of fire (Revelation 20:13–15). So, perhaps, the purpose of the judgment is to determine how severe the punishment in hell will be.
Revelation 20:11-15
11 And I saw a great white throne, and him that sat on it, from whose face the earth and the heaven fled away; and there was found no place for them.
12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works.
13 And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works.
14 And death and hell were cast into the lake of fire. This is the second death.
15 And whosoever was not found written in the book of life was cast into the lake of fire.

A clearer passage is Luke 10, where Jesus speaks of comparative punishment. First, Jesus says this about a village that rejects the gospel: “I tell you, it will be more bearable on that day for Sodom than for that town” (verse 12). Then He speaks to Bethsaida and Chorazin: “It will be more bearable for Tyre and Sidon at the judgment than for you” (verse 14). Whatever punishment the former residents of Sodom, Tyre, and Sidon were experiencing in hell, the Galilean towns that refused to hear Christ would experience more. The level of punishment in hell seems to be tied to the amount of light a person rejects.
Luke 10:12-14
12 But I say unto you, that it shall be more tolerable in that day for Sodom, than for that city.
13 Woe unto thee, Chorazin! woe unto thee, Bethsaida! for if the mighty works had been done in Tyre and Sidon, which have been done in you, they had a great while ago repented, sitting in sackcloth and ashes.
14 But it shall be more tolerable for Tyre and Sidon at the judgment, than for you.

Another indication that hell has different levels of punishment is found in Jesus’ words in Luke 12: “The servant who knows the master’s will and does not get ready or does not do what the master wants will be beaten with many blows. But the one who does not know and does things deserving punishment will be beaten with few blows. From everyone who has been given much, much will be demanded; and from the one who has been entrusted with much, much more will be asked” (verses 47–48).
Luke 12:47-48

Whatever degrees of punishment hell contains, it is clear that hell is a place to be avoided.

Unfortunately, the Bible states that most people will wind up in hell: “Wide is the gate and broad is the road that leads to destruction, and many enter through it. But small is the gate and narrow the road that leads to life, and only a few find it” (Matthew 7:13–14). The question one must ask is “which road am I on?” The “many” on the broad road have one thing in common—they have all rejected Christ as the one and only way to heaven. Jesus said, “I am the way and the truth and the life. No one comes to the Father except through me” (John 14:6). When He said He is the only way, that is precisely what He meant. Everyone following another “way” besides Jesus Christ is on the broad road to destruction, and the suffering is hideous, dreadful, eternal, and avoidable.

14 Because strait is the gate, and narrow is the way, which leadeth unto life, and few there be that find it.
